Sepp Blatter has called on fans, players and national associations to push back against FIFA under Gianni Infantino.
The 90-year-old former president posted on X on Tuesday that football needs to be returned to its roots under new leadership.
Blatter wrote that it was now up to supporters, players and national federations to "take football back". He added that the longest World Cup in history had lost credibility before the final whistle, despite Spain beating Argentina 1-0 after extra time to lift the trophy.
He described Spain as "the most deserving team in the world" and said politics should not overshadow football.
Blatter has repeatedly criticised Infantino for years. His own presidency later became associated with one of the biggest corruption networks in FIFA's history.
